The Pennsylvania Railroad is a corporation of the State of
Pennsylvania, having its principal office at Philadelphia, Pa. The
records reviewed do not indicate that it is controlled by any
individual or corporation. The Pennsylvania Railroad controls through
ownership of a majority of all of the capital stock the five
corporations named hereunder, whose several common-carrier properties
it operated on December 31, 1917.
It controls, through ownership of substantially all of the capital stock, the following companies whose common-carrier properties it operated on December 31, 1917, with the exceptions as noted:
Pennsylvania and Atlantic Railroad Company: The portion of the road from Pemberton to Hightstown, N.J. was operated by The Union Transportation Company.
Western New York and Pennsylvania Railway Company: The portion of the road from Mahoningtown to Stoneboro, Pa., including a branch line from Leesburg to Redmond, Pa., was operated by the Pennsylvania Company.
The Philadelphia, Baltimore and Washington Railroad Company: The portion of the road from Gray's Ferry to Eddystone, Pa., was operated by the Philadelphia and Reading Railway Company.
It controls, through ownership of a majority or all of the capital stock, the following named companies, whose properties were operated on December 31, 1917, as follows:

In addition, the Pennsylvania controls jointly with the Atlantic Coast Line Railroad Company, The Chesapeake and Ohio Railway Company, Seaboard Air Line Railway Company, The Baltimore and Ohio Rail Road Company, and the Southern Railway Company, through ownership by each of one-sixth of the capital stock, the Richmond-Washington Company, which does not own or operate any common-carrier property but which controls through ownership of entire capital stock, the Washington Southern Railway Company, and, through ownership of a majority of capital stock, The Richmond, Fredericksburg & Potomac Railroad Company.
The Pennsylvania Railroad also controls, through ownership of a majority of capital stock of the Western New York and Pennsylvania Railway Company, the Bradford Railroad whose entire outstanding capital stock is owned by the Western New York and Pennsylvania Railroad Company.
The property of the Pennsylvania Railroad, except 11.017 miles leased to others, as described in the chapter on leased railway property, was operated by its own organization from September 1, 1849, to December 31, 1917. On January 1, 1918, its common-carrier property was taken over for operation by the United States Railroad Administration which operates it on the date of valuation.
